Trump Orders Reduction of U.S.–South Korea Joint Military Drills

President Donald Trump has instructed the Pentagon to substantially reduce annual joint military exercises with South Korea, announcing the decision shortly before the allies were scheduled to begin their latest large-scale training. Trump said it was too late to cancel the exercises entirely but directed Defense Secretary Pete Hegseth to reduce their scope. Details about which operations, personnel or training components will be affected were not immediately released by the Pentagon or U.S. Forces Korea.

Trump Cites Cost and North Korea Relations

The president cited the cost of the exercises and said they sent an unnecessarily hostile signal to North Korea.

Trump also pointed to what he described as his positive relationship with North Korean leader Kim Jong Un. He separately said South Korea had declined a U.S. request to assist with efforts involving Iran, presenting that decision as another factor behind his order. South Korean officials had not immediately announced how the reduction would affect their participation.

Ulchi Freedom Shield Was Set to Begin

The order comes as American and South Korean forces prepared for Ulchi Freedom Shield, an annual exercise intended to strengthen coordination and readiness across the alliance. According to U.S. Forces Korea, the exercise normally combines live, virtual, simulated and field-based training. It involves the U.S.–South Korea Combined Forces Command, United States Forces Korea, the United Nations Command and South Korea’s Joint Chiefs of Staff.

The military describes the training as defensive and says it is designed to improve the allies’ ability to respond to a range of security threats.

It remains unclear whether the reduction will primarily affect live-fire exercises, field training, aircraft operations, troop participation or command-post simulations.

Questions About Military Readiness

Joint exercises allow American and South Korean forces to practice communications, logistics, command procedures and coordinated responses during a crisis.

U.S. military officials have historically maintained that regular training is necessary to preserve interoperability and readiness. At the conclusion of the springtime Freedom Shield 26 exercise, U.S. Forces Korea said the training strengthened the alliance’s ability to conduct operations across multiple military domains.

Reducing the exercises could support diplomatic efforts to lower tensions with Pyongyang, but the decision may also raise questions about preparedness and consultation within the U.S.–South Korea alliance.

Decision Follows Renewed Regional Tension

North Korea has consistently objected to joint U.S.–South Korean exercises, describing them as preparation for an attack. Washington and Seoul reject that characterization and say the drills are defensive. The decision also follows renewed missile activity by North Korea. In an Aug. 12 statement, the U.S. military said it was consulting with allies after a North Korean missile launch and reaffirmed its commitment to defending the United States and its regional partners.

Trump’s directive concerns military exercises and does not, by itself, constitute an announced reduction in the approximately 28,500 American troops stationed in South Korea.
